    GIS Technician ‐ Position Description

    Hiring Range $35,000 to $40,000 annually

    The County Commission of Jefferson County (WV) is seeking a highly qualified individual for the full time, non‐supervisory position of GIS Technician.
    The selected candidate will collect, edit, manipulate, transform, query, map and assure quality of all GIS and tabular data in the enterprise GIS. Primary maintenance layers include, but are not limited to, address points, building footprints, road centerlines, planning and emergency service layers. This position will also assist other departments with their mapping projects and geographic analysis through basic data maintenance, mapping, or analysis.
    The GIS Technician position requires advanced computer skills, experience in GIS software (specifically ESRI ArcGIS), and higher education in Geographic and/or Computer Science, as well as experience with Microsoft Office in Windows XP. The ideal candidate will have a thorough understanding of geodatabases, shapefiles, AutoCAD DWG/DXF files, raster imagery, tables, and relational databases.
    Strong personal skills include communicating effectively with managers, staff and clients; managing time and projects successfully and efficiently; and working alone or within a team with minimal supervision.
    Important and Essential Duties

    GIS data creation, editing, and manipulation

    GIS data import/export functions

    Quality assurance/quality control

    Documentation and metadata

    Cartography, visualization, and reporting (maps, illustrations, diagrams, etc)

    Project planning, implementation, and management

    GIS data analysis (Staff Reviews of land development applications)

    Relate or Join non‐geographic attribute data to GIS data layers

    Database maintenance, design, manipulation, and integration (Access, GIS, Excel, etc)

    Knowledge of principles of geography and cartography
    The ideal candidate may also have knowledge of:

    Global Positioning Systems (GPS)

    Geocoding

    Basic data modeling (Visual Basic or Model Builder)

    Aerial photo interpretation
    Minimum Qualifications
    Any combination of education and experience equivalent to one or both of the following:
    A.
    Bachelor's degree in GIS, Geography, Information Technology or closely related field and at least one year of academic or paid experience in GIS operation or applications.

    Four years of experience in operating, maintaining and implementing automated mapping and/or GIS systems. Page 1 of 2

    Portfolio is not required, but will be accepted if submitted.
    To be considered for this position the candidates must submit the following:

    Work in a typical office setting, utilizing a personal computer, speaking to the public in person and by phone, attending meetings, and sustained posture in a seated position for prolonged period of time. Majority of day is spent seated in the office using computers and software. Some time may be spent in the field collecting information for physical addresses, handling field verifications in a sometimes wet or dusty environment.
    Employee benefits include West Virginia State Public Employees Retirement System Plan, paid health insurance, paid vacation leave, paid sick leave and 12 holidays minimum per year. Normal work hours are 9‐5, Monday through Friday, with paid lunch hour (35 hours).
